TfNSW & RMS Requirements

When TfNSW referral is required and what it involves

Transport for NSW (TfNSW) — formerly Roads and Maritime Services (RMS) — is a concurrence authority for development applications that involve access to classified roads or that generate significant traffic volumes above council-determined thresholds. When TfNSW referral is triggered, your DA must be accompanied by a Traffic Impact Assessment (TIA) prepared in accordance with the TfNSW Guide to Traffic Generating Developments.

The TIA must demonstrate that the proposed access complies with Austroads Guide to Road Design standards, that sight distances are adequate, that queue lengths on the public road are acceptable, and that any required road infrastructure contributions or upgrades are identified. For large generators, a full intersection capacity analysis using SIDRA or similar software may be required.

Our traffic engineers are experienced in preparing TIA documents that satisfy TfNSW requirements — structuring the analysis in the format the agency expects, pre-empting the questions reviewers typically raise, and coordinating directly with TfNSW officers when required to resolve technical queries before they become formal objections.

  • Industrial & warehouse facilitiesSemi-trailer and B-double access requires swept path analysis to Austroads design vehicle templates, demonstrating that the largest expected vehicle can navigate the site without encroaching on adjacent traffic lanes.
  • Childcare centres & schoolsPick-up and drop-off arrangements, queuing space, and pedestrian safety are scrutinised closely by council. A VMP showing how vehicles enter, queue, and exit is a standard requirement.
  • Mixed-use developmentsWhere residential, retail, and commercial traffic share a single access point, a VMP is required to demonstrate that conflicts between user types are minimised and managed safely.
  • Any site on a classified roadAccess to a TfNSW-classified road triggers a higher level of review regardless of development type. A VMP and sight distance assessment are minimum requirements.

Vehicle Movement Plans (VMP)

Swept path analysis and manoeuvring diagrams using AutoTURN or equivalent software, demonstrating that design vehicles — from passenger cars to B-doubles — can navigate the site safely without encroaching on footpaths, kerbs, or adjacent traffic lanes. VMPs include plan-view drawings with vehicle swept paths overlaid on the architectural site plan, turning templates to Austroads standards, and a written assessment of circulation adequacy. Delivered in council-required format.

Parking Layout Design to AS/NZS 2890

Parking layout design in accordance with AS/NZS 2890.1 (Parking Facilities — Off-Street Car Parking) and AS/NZS 2890.2 (Commercial Vehicle Facilities). We review or design car park geometry — bay dimensions, aisle widths, ramp gradients, headroom clearances, and turning radii — and verify compliance with the standard before submission. For basement car parks, we also assess column grid compatibility with parking bay layout to minimise wasted space and improve driver amenity.

Access Assessments & Driveway Design

Assessment of proposed driveway access points against TfNSW and Austroads guidelines — including sight distance analysis (using SIDRA or manual calculation), access spacing from intersections, driveway width and grade, and pedestrian path crossing geometry. For classified road access, we prepare the full Access Proposal documentation required for TfNSW concurrence, including traffic volume data and gap acceptance analysis for the design vehicle turning movement.

Traffic Impact Assessments (TIA)

Full Traffic Impact Assessments for medium- and large-scale developments, prepared in accordance with the TfNSW Guide to Traffic Generating Developments. TIAs include traffic generation estimates using RMS traffic generation guidelines, distribution and assignment of generated trips, intersection capacity analysis for the design year, and an assessment of impacts on the surrounding road network. We calibrate our generation rates against comparable developments and justify deviations from published rates where site data supports it.

Traffic Management Plans (TMP)

Construction-phase Traffic Management Plans for development sites — addressing pedestrian and vehicle access during demolition and construction, truck routes for spoil removal and deliveries, temporary road occupancy requirements, and compliance with council's Construction Traffic Management Plan template. TMPs are required as a condition of consent on most medium and large development applications and must be accepted by council's traffic engineer before the construction certificate is issued.

The Engineering

How access assessments actually work

A traffic access assessment begins with establishing the design vehicle — the largest vehicle type that will routinely use the access. For a residential subdivision this may be a large rigid truck for removals; for an industrial estate it may be a B-double semi-trailer. The design vehicle determines turning radii, swept path widths, and the required geometry of the driveway, internal circulation aisles, and loading areas.

Sight distance analysis then determines whether a driver waiting to exit the site can see oncoming traffic in time to make a safe decision. This is governed by the speed of the road, the driver eye height, and any obstructions — fences, vegetation, parked cars, or built structures — within the sight triangle. Where sight distances are deficient, we work with the design team to relocate the access point, remove obstructions, or — where neither is possible — recommend an access management measure such as a left-in-left-out restriction or a traffic island.

All access assessment documentation is prepared in the format required by TfNSW and council — with dimensioned drawings, sight distance calculations, and a written justification that directly addresses the relevant standards and guidelines.

How we work with you

We start every traffic engagement by reviewing the site plan, the council DCP parking rates, any pre-lodgement meeting notes, and the road classification of the site's frontage streets. If the development is likely to trigger TfNSW referral, we identify this early and advise on the level of traffic assessment required — so you are not surprised by a referral condition after lodgement.

Throughout design, we coordinate directly with your architect to review access geometry and parking layouts before they are locked in. An access that looks acceptable on a concept plan frequently fails swept path analysis — discovering this during DA preparation is far better than discovering it during a council review or after the construction certificate has been issued. We flag geometry problems early and propose solutions that work within the architectural intent.

Once documents are submitted, we manage council and TfNSW queries directly — responding to technical questions, attending pre-determination meetings where required, and revising documentation to reflect approved design changes.
