A Construction Certificate (CC) is the approval required before construction can commence on a project that has received Development Consent (DA approval). Unlike the DA — which assesses whether the project is appropriate for the site and locality — the CC assesses whether the proposed construction will comply with the National Construction Code (Building Code of Australia) and the relevant Australian Standards. This is the stage at which detailed structural engineering is required: full drawing sets, structural calculations, specifications, and design certificates.

What a CC structural package includes

The CC structural package is the most complete and detailed structural engineering output for any given project. It must be sufficient for a building certifier to assess NCC compliance, and sufficient for a builder to price and construct the works. IA Engineering produces CC packages that satisfy both requirements — technically rigorous for the certifier, clear and practical for the construction team.

Complete Structural Drawing Set

A full set of structural drawings covering all elements of the proposed structure. For a typical residential project this includes: site plan showing existing and proposed structures; foundation plan with footing layouts, depths, dimensions, and reinforcement; floor framing plans for each level showing beam and joist layouts, spans, and connections; roof framing plan; and structural detail sheets covering connections, tie-downs, hold-downs, lintel schedules, and any other elements requiring specific detailing. For commercial projects, the drawing set expands to include column schedules, slab plans, structural notes and specifications, and connection design details. Every drawing is stamped and signed by a Registered Professional Engineer.

Design Specifications

Written specifications setting out the materials, minimum performance requirements, and construction standards applicable to the structural works. Specifications cover concrete grade and mix design, steel grades for reinforcement and structural members, timber species and stress grades, connection hardware standards, soil bearing capacity assumptions, and special construction requirements such as waterproofing of substructure or fire rating of structural elements. The specifications form part of the CC submission and are also a contractual document between the builder and the owner — clarity in the specifications prevents disputes during construction.

Design Certificate & Documentation

A Design Certificate signed by a Registered Professional Engineer confirming that the structural design complies with the National Construction Code and the relevant Australian Standards. This certificate is a mandatory component of the CC submission in NSW. IA Engineering also provides the structural design report or calculation summary where required by the certifier — an explanatory document outlining the design basis, load assumptions, structural analysis methodology, and the Australian Standards applied. For complex projects, the certifier may request access to full structural calculations; IA Engineering maintains comprehensive calculation files for all projects.

Certifier Coordination

The relationship between the structural engineer and the building certifier is central to an efficient CC process. IA Engineering works directly with your certifier — council or private — from the outset of the CC structural design. We understand what different certifiers expect to see in structural documentation and tailor our submissions accordingly. Where a certifier raises a technical query about the structural design, we respond promptly and directly. If a revision to the structural drawings is required, we issue it quickly to avoid delays to the CC determination and, ultimately, to your construction start date.

DA vs CC structural documentation — why the difference matters

The DA and CC are fundamentally different approvals, and the structural documentation required for each reflects that difference. A DA structural concept drawing shows that the proposed building can be built — it communicates the structural strategy at a level council planners can understand. A CC structural drawing set shows how the building will be built — it contains the specific member sizes, connection details, reinforcement layouts, and construction requirements that the builder will follow on site.

Certifiers check structural documentation against the National Construction Code (Building Code of Australia) — specifically Volume One for commercial Class 2 to 9 buildings, and Volume Two for residential Class 1 and 10. They verify that the structural design complies with the relevant Australian Standards for the materials used: AS 3600 for concrete, AS 4100 for steel, AS 1684 for timber framing, and AS/NZS 1170 for structural actions including wind, seismic, and imposed loads. Where the structural documentation is incomplete, inconsistent, or does not clearly demonstrate NCC compliance, certifiers will issue a Request for Additional Information — stopping the determination clock and delaying your construction start.

The most common reasons for CC structural re-submissions are: missing details (connection details not drawn, footing depths not specified); inconsistency between the structural drawings and the architectural CC set; design certificates that reference the wrong standards or are signed by an engineer without RPE accreditation; and specifications that are too vague for the certifier to assess compliance. How we get your CC across the line

We begin the CC structural design by reviewing your DA consent and any conditions of consent relating to structural matters, the DA structural documentation (whether prepared by IA Engineering or another engineer), and the architectural CC drawings. This review identifies any changes to the design since the DA stage and any consent conditions that affect the structural approach. From here, we prepare the detailed structural design in coordination with your architect — ensuring that the structural and architectural CC drawings are consistent before anything is lodged.

We engage with your building certifier (council or private) before lodgement where beneficial — particularly on complex projects or where there may be ambiguity about what documentation the certifier requires. A pre-lodgement conversation with the certifier on a large commercial project can save weeks of re-submission time. On straightforward residential projects, our standard documentation package is typically sufficient for first-submission acceptance.

After CC approval, IA Engineering is available throughout the construction phase for engineer-of-record services: site inspections at critical structural stages, responses to builder RFIs, approval of construction variations, and structural certification of completed works.
