Council Crossing Design

The crossing at the road boundary is council's responsibility to approve and yours to engineer.

A vehicle crossing — the section of a driveway that crosses the council footway between the property boundary and the road kerb — is public infrastructure. In most NSW councils, any new crossing or modification to an existing crossing requires a separate application and engineering approval before construction. This applies to residential driveways, commercial vehicle entrances, and any driveway that intersects a public footpath.

Council crossing designs must meet the specific technical requirements of each council — including minimum concrete strength, reinforcement layout, crossfall gradients, kerb ramp details, and the transition between the road pavement and the property driveway. Requirements vary between councils, and a design that satisfies one council may not satisfy another.

Driveways Over Underground Structures

Where a driveway crosses an underground basement, water tank, drainage structure, or service conduit, the pavement must be designed as a structural slab — not a simple pavement. We design these slabs to AS 3600 for the actual vehicle loads, coordinating with the structural design of the underground structure to ensure the interface is correctly engineered.

The Engineering

What determines driveway structural design

Driveway pavement design is governed by two primary inputs: the strength of the subgrade soil and the loading that will be applied to the pavement. The subgrade strength is determined from the soil classification or a California Bearing Ratio (CBR) test. The loading is defined by the heaviest vehicle that will use the driveway and the frequency of its use.

For residential driveways carrying standard passenger vehicles, the design is relatively straightforward. For driveways carrying heavy vehicles, the pavement thickness and reinforcement must be explicitly designed — and a domestic driveway thickness will typically be inadequate. Getting this wrong results in premature cracking, slab deflection, and expensive reinstatement.

For driveways over underground structures, the pavement is designed as a structural slab spanning between supports — a fundamentally different design process to a slab-on-ground. Our documentation covers the structural slab design, the connection to the supporting elements, and the loading combinations that govern the critical design case. All concrete driveway designs are designed to AS 3600.
