When do I need a structural engineering report for building damage?

A structural engineering assessment may be required where a property exhibits cracking, movement, settlement, deformation, storm or impact damage, water-related deterioration, structural failure, or other signs of distress. An insurer, claims assessor or iCare may also request an independent engineering report. Where such a request has been made, providing the relevant correspondence to the engineer helps ensure that the assessment appropriately addresses the technical matters associated with the claim.

Can I engage an independent structural engineer before contacting my insurer?

Yes. Property owners may engage an independent structural engineer to assess the condition of the property, document observed damage and investigate its likely cause. Where a claim has already been lodged, any relevant correspondence or requirements issued by the insurer should be provided to the engineer. An independent engineering report can materially strengthen the technical evidence supporting a claim; however, decisions regarding policy coverage and acceptance of the claim remain with the insurer.

What does a structural engineer assess during a damage inspection?

The scope of assessment depends on the nature of the reported damage. It may include cracking, deformation, settlement or movement, structural elements, accessible foundations, moisture or water ingress, storm or impact damage, and other relevant conditions. The engineer evaluates the available evidence to establish what has occurred, the likely cause, the structural significance of the damage and the appropriate next steps.

Can a structural engineer determine the cause of cracks or building damage?

In many cases, yes. The likely cause can be assessed through site observations, damage patterns, building conditions, available documentation and other relevant technical evidence. Building damage may, however, result from multiple contributing factors. Where the available evidence does not support a definitive conclusion, the limitations will be identified and further investigation may be recommended.

Does every crack indicate a serious structural problem?

No. The presence of cracking does not necessarily indicate that a building is structurally unsafe. A structural assessment considers the location, width, pattern and progression of cracking, together with the condition and behaviour of surrounding building elements, to determine whether the damage is cosmetic, serviceability-related or structurally significant.

What information is typically included in an engineering report for an insurance claim?

Depending on the agreed scope, the report may include a description of the property and reported damage, site observations, photographic evidence, assessment of the likely cause, evaluation of structural significance, engineering conclusions and recommendations for repair, rectification, monitoring or further investigation. The objective is to provide clear, well-documented and technically defensible findings.

If my insurer has appointed its own engineer, can I still obtain an independent engineering report?

Yes. An independent engineering assessment can provide a separate technical opinion regarding the condition of the property, the nature of the damage and its likely cause. Differences between engineering reports may arise from variations in scope, available information, site conditions or interpretation of the evidence. Any differences should be considered objectively against the available evidence and sound engineering principles.

What can I do if I disagree with the insurer's engineering report?

You may provide the insurer's report and other relevant documentation to an independent structural engineer for review. Where appropriate, the engineer can inspect the property, assess the available evidence and provide an independent technical opinion regarding the damage, its likely cause and its structural significance. The purpose is to establish an evidence-based engineering position rather than simply challenge a previous report.

Does an independent engineering report guarantee that my insurance claim will be accepted?

No. A structural engineer provides professional technical opinions regarding the condition of the structure, observed damage, likely causation and recommended actions. Whether a particular loss is covered under an insurance policy is determined by the insurer in accordance with the policy terms, exclusions and circumstances of the claim. However, a comprehensive engineering report can significantly strengthen the technical evidence, documentation and supporting arguments presented as part of a claim.

Why is the distinction between sudden damage and gradual deterioration important to an insurance claim?

The cause and mechanism of damage can be highly relevant to the assessment of an insurance claim. Damage associated with a specific event, such as a storm or impact, may differ technically from deterioration resulting from wear and tear, corrosion, prolonged moisture ingress, inadequate maintenance or other progressive processes. An engineering assessment can assist in identifying the likely mechanism and cause of the observed damage based on the available evidence.

Can the engineering report determine whether the building is currently structurally safe?

Where the observed conditions and available evidence permit, the engineer can comment on the structural significance of the damage and identify any immediate safety concerns. If potential instability or an unacceptable structural risk is identified, precautionary measures, access restrictions, temporary stabilisation or further investigation may be recommended.

Can the report include recommendations for repairs or rectification?

Yes, where this forms part of the agreed scope. Recommendations may address repair, rectification, strengthening, monitoring or further specialist investigation. However, general remedial recommendations should be distinguished from detailed engineering design. Where calculations, structural drawings, construction details or specifications are required, these may form a separate stage of engineering services.

Is a site inspection always required to prepare a structural engineering report?

For a comprehensive assessment of structural damage, a site inspection is generally essential. Direct inspection enables the engineer to examine the actual condition of the property, damage patterns and surrounding circumstances. Photographs, previous reports and insurer correspondence may be reviewed beforehand to establish the appropriate scope. In some cases, additional investigation or testing may also be required.

What happens if the cause of the damage cannot be established during the initial inspection?

A professional engineering opinion should not attribute a definitive cause where the available evidence is insufficient. Depending on the circumstances, additional investigations may be recommended, including crack monitoring, level surveys, moisture investigations, drainage assessments, localised opening-up, geotechnical investigations, material testing or specialist review. This allows subsequent conclusions to be supported by appropriate technical evidence.

What should I do after receiving the structural engineering report?

The report may be provided to your insurer, claims manager, iCare or other relevant parties as appropriate to your claim. Where repairs, further investigation, monitoring or urgent action are recommended, the next steps should be planned accordingly. If detailed engineering design is subsequently required for repair, rectification or structural strengthening, this can be undertaken as a further stage of engineering services.
